Wash and dice the onion, garlic and pepper.
Heat some olive oil in a large skillet and fry the minced meat stirring. Add chopped vegetables. Then add pepper, salt, paprika powder and cayenne pepper to taste. Hossa can also be added at this stage.
Add tomato paste and fry for a short time. Then add rice and simmer with tomatoes and broth. Let it all simmer for 20 minutes. If necessary, add a little water if the mixture becomes too dry. Preheat the oven to 347℉ with convection.
Drain the liquids from the corn and beans, then add them to the mixture. Taste again and add more spices if necessary.
Pour the mixture into a baking dish. Spread nachos over casserole and sprinkle with cheese. Put the casserole in the oven and bake for 15 minutes.
In the meantime, make the sauce. Just chop green onions and mix with mayonnaise and sour cream.
Put on disposable gloves when chopping cayenne pepper.
