For the dough, mix together the flour, salt, baking powder and butter with your hands. When you get a sandy mixture, add the sour cream, keep mixing and knead the dough. Form a ball, cover with food wrap and refrigerate for 30 minutes.
In a frying pan with olive oil, add the chopped scallions and garlic. Add the pepper and diced cherry tomatoes. Pour in a bit of water and mix. Add the tuna and cook for 5 minutes. Season to taste.
Take out the dough, spread it with the rolling pin and cover the pan with it. Remove excess dough from the edges. Place in a preheated 360° F oven for 10 minutes.
Beat 2 eggs with salt, add heavy cream and mix well. Add over the tuna and vegetable mixture. Mix.
Remove the dough, pour the mixture, level and put back in the oven for 40 minutes.
Serve it hot, with a glass of red wine.
