In a deep bowl, combine vegetable oil, butter (margarine), brown sugar, honey, water.
In a separate bowl, combine flour, salt, baking soda and cinnamon. Now combine these two masses into one. Mix thoroughly. Break the egg and pour the mixture into the emu. Stir everything.
Add oats. Knead the dough gently.
Drop in heaping teaspoons onto greased cookie sheets. Bake 12 - 15 minutes at 350℉.
