Preheat oven to 350° and line a medium cooking sheet with parchment paper. Remove crescent dough from tin and separate into 4 rectangles.
Place two slices of cheddar in the center of the crescent dough. Top with hot dog. Fold the short side of crescent dough over the hot dog, then the two long sides. Flip over onto baking sheet, seam side down.
In a small bowl, combine melted butter with parsley, onion powder, and a pinch of salt. Stir together, then brush over tops of hot dogs. Bake until golden, 20 to 25 minutes. Serve with ketchup, if desired.
