Peel the onion, finely cut it.
Then peel the garlic, crush it in a garlic press.
Wash the peppers. Then cut the sweet pepper into cubes, chili - into small pieces.
Place the tomatoes into the boiling water for 7 minutes, then peel them and cut into large pieces.
Heat the saute pan and add vegetable oil. Brown the onion and garlic. When the onion becomes transparent, add sweet pepper and chili. Pour water and simmer for 10 minutes.
Take the frying pan, pour a little vegetable oil. Brown the ground beef, stirring constantly. Simmer for 7 minutes. Season with salt and pepper.
Add the beans, tomatoes and tomato sauce to the saute pan. Simmer for about 4 minutes. Then combine with ground beef, pour with hot boiled water. Simmer for about 10 minutes over low heat.
