Chop the lamb neck and soak in water for 30 minutes. Add the oil to a deep pan with a thick bottom. Then remove the lamb pieces from water and put them in the pan. Add some pepper and salt.
Bell peppers, onion and carrot cut into rings, lay on the top of the lamb in layers, then season with salt and pepper.
Put the chopped garlic and parsley on the top of the vegetables, cover with a lid and simmer for 1.5 hours. Do not add the water, lamb is stewed in its juice.
You can boil the potatoes and add to the lamb with vegetables 10 minutes before the dish is ready.
