Melt the butter in a small saucepan.
Add flour and mustard to the melted butter.
Stir several times until the sauce will begin to thicken and boil.

It is possible to use high-fat cream instead of milk. (Cream should be added carefully, in small portions, stirring immediately with a spatula)
Instead of Cheddar cheese, you can use other hard cheeses such as Parmesan.
